DWC Releases Biennial Report to Legislature

DWC submitted its biennial report to the 88th Texas Legislature in accordance with the Texas Labor Code. This report provides an update on the Texas workers’ compensation system and briefly describes legislative recommendations to improve the state’s ability to effectively and efficiently regulate the workers’ compensation system.

Among its highlights:

        • Workers’ compensation insurance rates are dropping, continuing a trend beginning in 2003, since which rates have dropped nearly 77%;
        • The percentage of Texas employers with workers’ compensation insurance is growing;
        • The percentage of injured employees returning to work is the highest in more than 13 years;
        • The total claims cost and cost per claim is stable;
        • Texas’ medical costs per claim at 12-months maturity is about 22% less than the median cost of 18 states.

The report presents system trends that allow the Division of Workers’ Compensation, policymakers, and system stakeholders to gauge the relative health of the Texas workers’ compensation system and consider whether additional legislative changes are necessary.
