DWC Reorganizes Senior Leadership

Workers’ Compensation Commissioner Ryan Brannan has instituted a series of organizational changes at the Division of Workers’ Compensation.

Barbara Salyers, formerly the Chief of Staff for former State Senator John Corona, has been appointed to the position of Chief Deputy. Ms. Salyers will assist the commissioner in identifying DWC goals and ensuring those goals are met.

Additionally, Amy Lee, who has served as the DWC’s Special Executive Deputy Commissioner of Public Policy and Research and the Workers’ Compensation Research and Evaluation Group (WCREG) will report to Ms. Saylers. D. C. Campbell continues as the Director of the WCREG.

Joseph McElrath was appointed to serve as the Deputy Commissioner for Business Process, a similar role to that previously held by Patricia Gilbert who retired at the end of July. Business Process will continue to include Operations Support, Designated Doctor Outreach and Oversight, Information Management Services, Outreach, Planning and Communications, and Records Management and Support.

Kathy McMaster was appointed to serve in the new position of Deputy Commissioner of Claims and Customer Services, reporting directly to the commissioner. Ms. McMaster’s section, previously known as DWC Field Operations, will continue to provide the same services to injured employees and other system participants, as well as provide continuity of service for the daily operations of DWC’s Field Offices. Ms. McMaster has previously served in several key positions at the Texas Workers’ Compensation Commission and TDI’s Division of Workers’ Compensation.

Kristen Harmon, formerly the Director of Special Projects at the Texas Department of Insurance and a past member of former State Senator Chris Harris’ staff, was appointed to serve in the new position of Director of External Relations for the DWC. As the primary stakeholder contact, Kristen will work to cultivate positive relationships between the DWC and its stakeholders and coordinate consistent external messages.
