Tim Riley Named New Head of DWC Compliance
The Texas Department of Insurance, Division of Workers’ Compensation, has hired Timothy P. Riley as the Division’s new Deputy Commissioner of Compliance and Investigations. Mr. Riley will head up a new program area within the agency. He replaces Teresa Carney, who retired earlier this year.
Mr. Riley is a 1983 graduate of Rutgers University School of Law. He earned a Master of Laws degree from the US Army JAG School in 1992.
Mr. Riley most recently served as vice president of Special Investigations for Texas Mutual Insurance Company, the state’s largest provider of workers’ compensation insurance coverage.
The newly created Compliance and Investigations program area is responsible for monitoring compliance and investigating violations. It is also responsible for enforcement efforts, including administrative violations and criminal prosecutions through DWC’s embedded prosecutor unit in Travis County.
Mr. Riley previously served as a senior staff attorney at Texas Mutual, and as a staff attorney for the Texas Workers’ Compensation Commission, predecessor to the current agency.
Presumably, the Division’s System Monitoring and Oversight program area will be folded into the agency’s new Compliance and Investigations program area. SMO was responsible for system monitoring, audits, investigations, complaints, performance based oversight, and other enforcement-related matters.
